Shawn Boyd is a labor advocate and safety leader with nearly three decades of experience representing letter carriers. Since becoming a letter carrier in 1997, he has built a strong record in representation, contract enforcement, arbitration, workplace safety, and member service.

Shawn began his union service as a local steward and later as a Formal Step A designee for Branch 132. He also served as the Formal Step A designee for thirty-four Associate Offices (AOs) in North Texas before becoming an Arbitration Advocate as well as Local Business Agent (LBA), serving Texas and New Mexico.

From 2010 to 2014, Shawn served as a NALC Headquarters Arbitration Advocate, reviewing, preparing, and arbitrating complex grievances nationwide. In 2014, he was appointed Assistant to the President for Contract Administration, supporting City Delivery, Safety and Health, and the Contract Administration Unit (CAU).

In 2015, Shawn was appointed Regional Administrative Assistant (RAA), Region 10 and in 2022, was elected National Business Agent (NBA), by acclamation, proudly serving letter carriers in Texas and New Mexico.

 

Experience

Shawn has focused his career on protecting letter carriers, improving workplace conditions, and advancing safety and health initiatives. As NALC/USPS Southern Area Safety and Health Committee Co-Chair, he addressed heat-related injuries, extreme-heat start times, meeting practices, and stronger protections for carriers facing violence while delivering mail.

In 2023, Shawn arbitrated a class-action workplace violence grievance in San Antonio, TX that resulted in significant remedies, including the corrective action and removal of management officials, financial relief, additional EAP sessions, posting requirements, and cease-and-desist directives.

Shawn has also supported national safety advocacy, including assisting Department of Labor attorneys during OSHA heat-illness hearings in 2018 and conducting heat-illness and injury-claim training for members since 2015. That same year, Shawn created the Joint Climate Assessment (JCA) program to improve work environments and address dignity-and-respect issues. The program would later lay the groundwork for the Joint Workplace Intervention Process (JWIP) now included in the National Agreement. Recently, he served on the Article 14 Safety and Health Bargaining Committee, helping prepare proposals focused on member safety and workplace protections.

 

Leadership

As NBA, Shawn provides contract administration and member assistance for more than 15,000 active letter carriers, along with thousands of retirees. His work spans arbitration, organizing, representation, training, regional operations, and collaboration with national staff.

Shawn leads regional arbitration operations by training advocates, reviewing grievances, evaluating arbitration awards, approving arbitrator invoices, and arbitrating cases, himself, when necessary. He also supports interest arbitration for Local Memorandums of Understanding (LMOUs) and national contract bargaining preparation.

Shawn oversees organizing efforts across Texas and New Mexico, ensuring organizers have the materials, support, and training needed to continuously increase membership in an open-shop environment. His daily work includes assigning advocates for complex grievances and regional arbitrations, responding to contract inquiries, addressing members’ concerns, and supporting joint initiatives such as Dispute Resolution Teams. 

As a national officer and executive council member, Shawn helps guide the business of the union. He also supports regional operations, training, local branch mergers, political education and legislative work, state association work, and labor partnerships with the Texas AFL-CIO and other federal unions.

 

Training and Professional Development

Shawn has attended every NALC National Convention since 2006 and every Texas State Association of Letter Carriers Convention since 2005. He also served the Texas State Association as a Congressional District Liaison (CDL), District Board member, and Treasurer.

Shawn’s training includes Office of Workers Compensation (OWCP) training, Leadership Academy, National Arbitration Advocacy Training, and NALC/USPS National Dispute Resolution Training. Since 2015, he has helped train hundreds of arbitration advocates as a National Arbitration Advocacy Training Facilitator.
