During Davidson’s first term as National Business Agent, Region 9 has been one of the only NALC regions in the country to avoid an overall loss of city delivery routes during the combined impact of TIAREAP and six-day mail counts.

  • Following the creation and implementation of Region 9’s Route Adjustment Training, Region 9 finished plus 67 routes.

  • Through the combined TIAREAP and six-day mail count processes over the last four years, Region 9 has been one of the only regions not to experience an overall loss of routes.

  • Used the TIAREAP memorandum to its fullest extent to protect letter carriers and create routes, resulting in 70+ routes being created in the positive.

  • After TIAREAP expired, Davidson refused to sit back while letter carriers faced the potential loss of routes through six-day mail counts.

  • Created an intensive Route Adjustment Training program covering the six-day mail count process, route inspections, contractual protections, and grievance strategies.

  • Developed 20+ grievance starters addressing virtually every aspect of the six-day mail count process.

  • Trained dozens of Route Inspection Subject Matter Experts throughout Region 9.

  • Deployed trained representatives and subject matter experts to branches throughout the region that requested assistance.

  • The results included dozens of inspections being thrown out at Step B, additional cases resolved through pre-arbitration, and numerous cases settled at the lowest level—stopping improper processes and putting NALC representatives at the table.

  • The Region 9 approach turned route adjustment from a threat into an opportunity to protect routes and strengthen representation.

A Record of Results

Region 9 was plus 67 routes following the implementation of its Route Adjustment Training.

GRIEVANCE & CONTRACT ENFORCEMENT

  • Increased the Region 9 Step B grievance win percentage from approximately 50% to more than 92%.

  • Settled thousands of grievances through pre-arbitration, including precedent-setting language that provides a foundation for enforcing future violations.

  • Created more than 80 grievance starters addressing real-time issues throughout the region.

  • Successfully pursued arbitration and pre-arbitration cases involving abusive managers and supervisors, including cases resulting in their removal from supervising city letter carriers.

  • Worked collaboratively with branches to ensure representational responsibilities were met and members received effective representation.

STEWARD DEVELOPMENT

Davidson created Steward College Parts 1 and 2 and expanded the program throughout Region 9.

Rather than requiring smaller branches to bear the full cost of sending members to training, the Region 9 office took the training on the road, bringing education directly to branches across Florida, Georgia, South Carolina, and North Carolina.

The goal is straightforward: build knowledgeable stewards and create more leaders at every level of the union.

Davidson believes leadership means unlocking a person's potential and maximizing their growth. He believes leaders must put ego aside, listen, remain open-minded, and create opportunities for others to grow.
