Nicole Rhine has dedicated more than three decades to serving letter carriers and strengthening the NALC at the branch, state, regional and national levels. A member of Lincoln, Nebraska Branch 8, Rhine became involved in the NALC soon after she became a letter carrier. She regularly attended branch meetings and state conventions and quickly became an active and committed union member.

Rhine began serving as a steward in 1994 and continued in that role through 2004. She was elected branch secretary in 1998 and served in that position until 2004, when she was elected branch president, a position she held through 2006.

Her union service expanded to the state level in 1998, when she became a legislative representative for the Nebraska State Association of Letter Carriers. She served in that position through 2001, when she was elected state president. She continued serving as state president through 2006.
​
At the regional level, Rhine served Region 5 in a variety of capacities, including as an outside steward, route count and inspection team member, DPS coordinator, and arbitration advocate. She served as a Region 5 arbitration advocate from 1999 through 2006. In 2006, she was appointed Regional Administrative Assistant, a position she held through 2009.

In 2009, Rhine began serving at NALC Headquarters when she was appointed assistant secretary-treasurer by NALC President Fredric Rolando to fill a vacancy. She was elected to the position in 2010 at the 67th Biennial Convention in Anaheim. In 2014, she was elected secretary-treasurer by acclamation at the 69th Biennial Convention in Philadelphia. She was reelected by mail ballot in 2018 and again in 2022 and continues to serve as secretary-treasurer.

Over the course of her career, Rhine has gained extensive experience in member representation, arbitration, contract administration, education, route inspections, union administration, and leadership. That experience, combined with more than 30 years of service to NALC members, has prepared her to lead the union and advocate for letter carriers across the country.
