Karrie Blough for Region 10 NBA

Proven Region 10 Leader and NALC Fighter—Ready on Day One

I am running for NALC Region 10 National Business Agent (NBA) because Region 10 deserves an experienced and principled leader that is accessible, accountable, and committed to strengthening NALC while fighting for every letter carrier we represent.

Since 2017, I have served as a Region 10 Regional Administrative Assistant (RAA). I already perform critical functions required of our NBA, so I am ready to work on Day One…no learning curve needed! I use my comprehensive knowledge of the National Agreement and Joint Contract Administration Manual to advise NALC members about city letter carrier wages, hours, and working conditions.

This includes advising city letter carriers who are injured on the job of their rights and responsibilities and communicating with local and district management officials concerning proper and timely claims processing and their responsibilities as it pertains to:

  • Continuation of Pay

  • Necessary claim forms

  • Limited duty job offers

  • USPS handbooks and manuals

  • Applicable laws and regulations

Dispute Resolution and Arbitration

I have extensive experience adjudicating grievances at all levels and have an in-depth understanding of our grievance process. Currently, I oversee the Region 10 Dispute Resolution Process (DRP) and work as an arbitration advocate for cases presented to an arbitrator or pre-arbitrated with the Districts/Area.

I worked for eight years facilitating Step B at a national level to certify union and management Step B representatives. As Lead NALC DRT Facilitator for two of those eight years, I coordinated national training and oversaw facilitators and class content.

Training and Membership

I regularly provide regional training in the grievance process, various articles of our National Agreement, defenses to discipline, Office of Workers' Compensation Programs (OWCP), workplace harassment, and other workplace issues important to NALC members.

To keep membership strong, I (along with my office) organize, recruit, and document new members and strategize engagement to increase and retain membership.

Decades of Progressive NALC Experience and Leadership

I have been a USPS city carrier since January 2000. Before starting full-time with NALC in 2011. I provided first-class customer service as a city letter carrier at Northcross, South Congress, and Westlake Stations, respectively, in Austin, TX. During my years in Austin, I served as Branch 181 Secretary and Vice-President and on the COLCPE (now LCPF), food drive, and MDA branch committees. I was also appointed to serve on several of the joint route inspection process Teams.

In March 2010, I was certified as a Rio Grande District Dispute Resolution Representative, working in tandem with a management representative, processing grievances and negotiating settlements to ensure contract adherence. Our goals at Step B include reducing the grievance backlog at all levels, eliminate resolution delays, and enhance fairness and accountability to contribute to a better USPS and NALC. I held this position until I became RAA in the Region 10 NBA office in 2017.

I am a 2008 graduate of Leadership Academy (Class 6). Leadership Academy is an amazing comprehensive program that includes leadership skills training and NALC-specific education. Since then, I have mentored many prospective students as I committed to do in 2008 when I graduated. My goal as a mentor is to help prepare another generation of NALC leaders, ensuring our strength for years to come.

I am currently holding an assignment at Spring Klein Station under Houston Branch 283. I have never taken my full-time role with NALC for granted, so I always maintain a route assignment close to where I call home, and my membership transfers with me.

Family

Family is very important to me. I live with my husband, Morgan and my three children. Ryan, 27, earned his bachelor’s degree in criminal justice from the University of Houston-Downtown and works full-time for Lone Star College. Nathan, 11, just started junior high school and is interested in video games, travel, and history. Leah, 8, just entered third grade and dazzles us with her exuberance and imagination.
